
The IVW metadata application has been developed for the Transport and Water Management Inspectorate (IVW), which is part of the Dutch Ministry of Transport, Public Works and Water Management.
The development of the application is part of an IVW project which aims to create an open, flexible and broadly applicable knowledge system, which makes available legislative texts on aviation, shipping and transport over land for the IVW and third parties in a detailed way.
With the metadata application texts regarding laws and regulations can be enriched with metadata on a detailed level. These metadata are connected to reference structures that were created during the process of enrichment. Because of the service oriented architecture in which the application operates, the legislative texts with their structure data and metadata as well as the reference structures can easily be used by other applications. Interoperability of the data is guaranteed through the use of open standards, specifically XML, RDF and SKOS.
A newer version of the metadata application has been designed as an expert module to the RNA Toolset. This setup makes it easy to combine with other specialized modules, such as natural language processing which can be used in the enrichment process, or to apply rule engines for searching legislative texts.
